As the 2020 Census approaches, operations are underway to ensure that it meets its overarching goal: “to count everyone once, only once and in the right place.” Households will have the option to respond online, using a paper questionnaire, or over the phone. Most households will be sent a letter in the mail with instructions for responding to the census online or by phone. Some of these households also will receive a paper questionnaire in this initial mailing. All households that do not respond will receive a reminder letter and a paper questionnaire. These contact strategies will be based on what the Census Bureau believes will be the most effective approach for enumerating each community or neighborhood.
